The Kootenai County Sheriff's Department announced that an eastern Washington teenager involved in a watercraft accident on Hayden Lake has died from his injuries.

In a statement released Sunday, the sheriff's office says 18-year-old James Graham was operating a jet ski when he took a sharp turn and was struck by another watercraft that was driven by his 19-year-old brother, John.

Graham, of Spokane, Wash., was transported to Kootenai Medical Center in Coeur d'Alene Idaho where he was pronounced dead.

Authorities say they are still investigating and alcohol does not appear to be a factor in this accident.

SEATTLE - The Coast Guard will be participating in Operation Dry Water during the weekend of June 26-28, 2009 in partnership with the National Association of State Boating Law Administrators (NASBLA).

Operation Dry Water is an enforcement effort designed to highlight the dangers of operating a boat under the influence of alcohol or drugs.  Boating under the influence (BUI) is illegal in all 50 states and all six territories.

This year, marine law enforcement officers and the Coast Guard will be out in full force in 43 states and territories, searching for boat operators whose blood alcohol content (BAC) is in excess of the legal limit of .08%.

Boaters found to be operating under the influence can expect penalties including, but not limited to fines, impoundment of vessel, jail and loss of boating or even driving privileges.

"The Coast Guard in partnership with local law enforcement hopes to send a strong message this weekend that boating while intoxicated is a dangerous activity, which carries serious consequences and can ruin lives," said Coast Guard Lt. Michael Friend, of Sector Seattle Enforcement Division. "Our goal is to ensure that everyone on the water enjoys themselves and returns home safely at the end of the day."

Alcohol can impair a boater's judgment, balance, vision and reaction time.  It can increase fatigue and susceptibility to the effects of cold-water immersion.  Sun, wind, noise, vibration and motion common to the boating environment intensify the side effects of alcohol, drugs and some prescription medications.

In 2007, the Coast Guard reported 21 percent of all boating fatalities were a result of alcohol use.

On evening of April 2nd a Canoe with 4 people on board capsized near the shore off North Idaho College. They were pulled out of the water and no treatment was necessary other than getting into their cars to get warm. The Canoe was retrieved and all is well. Sorry not much information was available about this incident. It should be noted all onboard were wearing their PFD's (Life Jackets), which saved their lives. Another lesson on why it’s important to wear you PFD and always boat with a friend (never boat alone).

Have you noticed something missing on Lake Coeur d'Alene? In March I was sailing my big catamaran with some friends across Lake Coeur d'Alene and noticed a few deadheads (log floating in the water) stuck together under the water surface and did not give them much thought other than to try and remember where they were on my return to my mooring as deadheads are fairly common this time of year. Then I noticed while cruising around in the same area that the tall channel marker near the same location of the deadhead is missing. Doing some investigating I found that the marker was hit by one of the Coeur d'Alene Resort Ferries during a Christmas cruise.

My concern is hitting those broken off pylons why flying at 20 knots on my cat while my 6' daggerboards are down. Nothing wrecks a persons day more than ripping off one of your boards and damaging your hull because of a submerge item. There are some deep draft keelboats on the lake that might hit these pylons as well.

The Kootenai County Parks and Waterways Department is looking to remove these pylons and we WILL have an update here when that is done. And currently it appears there is no plan to replace the marker as originally it was used to mark the channel by the old log booms that used to extend out into the lake; now these log booms do not exist. I know some Lake Coeur d'Alene boaters will miss this marker as a point of reference on the Lake.

In the mean time I plan to go out with a GPS and get a reading so at least there is some reference of location for my fellow boaters.

Here is the note from the Parks and Waters ways meeting related to the Cougar Bay Comprehensive Plan:

"The Kootenai County Advisory Board discussed moving forward with a comprehensive plan for Cougar Bay. Mike Denney, Idaho Department of Lands (IDL) Area Manager for the Mica Supervisory Office, was present to discuss the ownership of pilings located in the bay and use of the bay after an existing lease expires in 2010. He said he has recently met with three groups with interest in the future of Cougar Bay. He said he believes that a plan can be developed which will be conducive to all interested groups. Mr. Denney said an area just outside the No Wake Zone in Cougar Bay will need to have some piling infrastructure removed in order to open it up for higher speed boat traffic."

Mike Denney informed me that there are various organizations interested in how Cougar Bay will be developed and that anyone is welcome to meet with him to discuss ideas and issues they feel would be of benefit to the comprehensive plan for this bay. In addition there will likely be public hearings as they are required when requested.

Of interest to many boaters is the possibility of mooring buoys being placed in this bay. Many states and US coastal water ways have mooring buoys but Lake Coeur d'Alene has none due in part to the home owners associations on the lake not wanting them. Cougar Bay is ideal for moorings because there is less impact on home owners and it is a large open bay so mooring will be quite some distance from both the shore of any private properties and the wildlife preserve on the westerly portion of the bay. If any mooring buoys are actually approved to be placed in Cougar Bay it will be via the Kootenai County Parks & Water Ways Department.

Pilings in the bay will likely be removed in the winter 2009/2010 and completed in stages due to wildlife concerns.

Stay tuned as we post updates on this page as received!
